CITAAT
The Board of the OpenStreetMap Foundation was made aware of public admission [1]
by User Anthony to using Google Maps as a source for tracing data into
OpenStreetMap.
The OpenStreetMap project takes copyright and data licence infringement very
seriously and will act quickly to suspend or ban users and remove data that is clearly
infringing. The community maintains a well known stance on the use of Google Maps [2], and
there is no tolerance for willful disregard of this policy.
The Data Working Group banned further contributions by this user, and the Board
has notified the user directly. From here, the DWG will be working to remove all
contributions by this user from the database.

In de editors is het toch duidelijk genoeg:
Potlatch 1.4 Help: “Useful stuff to know: Don’t copy from other maps! … Did we mention about not copying from other maps?”
Potlatch2: Help: Adding Features: “Data from copyrighted maps or any other proprietary data is strictly prohibited! Copying, tracing or any reproduction of copyrighted work is not allowed!”
OSM Wiki: Copyright: idem: http://wiki.openstreetmap.org/wiki/Copyright
JOSM: openingspagina: “Remember the golden rules of OpenStreetMap: Don’t copy from other maps. Have fun!”
